Allegheny Region Democrat Representative. Dan Frankel is launching the Safeguarding Workers coming from Secondhand Smoking Act in order to prohibit smoking cigarettes inside Pa casinos.
Twelve to fifteen years towards the day, Pa signed directly into law the particular Clean Inside Air Midst of 08. The idea was going to eliminate smoking cigarettes inside public areas. PA internet casinos fell beneath an permission in the midst, which failed to require these to fully suspend smoking.
Together with Frankel’ s i9000 help, gambling establishment executives over the state are already under scrutiny recently. Parx Casino’s amenities, in Bensalem and Shippensburg, are the only casino institutions where smoking cigarettes is restricted indoors.
At this point the majority seat of the health and fitness committee, Frankel details the particular legislative procedure to eliminate smoking cigarettes in PA internet casinos.
What Safeguarding Workers coming from Secondhand Smoking Act involves
The Clean Indoor Air Act had loopholes in place where casinos in Pennsylvania did not have to ban smoking. PA casinos were allowed to designate 50% of the gaming floor to smoking sections.
Frankel told PlayPennsylvania that the proposed bill has not been officially introduced yet in 2023. If it is, the bill would address most of the exemptions in the Clean Indoor Air Act, except for cigar bars. The Protecting Workers from Secondhand Smoke Act would close the exemptions for the following establishments:
- Private clubs
- Home day care facilities
- Hotels
- Veterans of Foreign Wars (VFW) bars
- Bars that do not serve food (or where 15% of sales or less come from food)
Any electronic cigarette and vaping would also be prohibited under the Protecting Workers from Secondhand Smoke Act.
Steps to circulate a smoke-free PA gambling establishment bill
There are many steps to circulate any costs through the legal process, not to mention the Safeguarding Workers coming from Secondhand Smoking Act. Frankel explained to PlayPennsylvania the steps included to pass this particular legislation:
- Circulate an item of proposed laws among co-workers and ask in order to co-sponsor
- Present bill in addition to Speaker associated with House relates it in order to committee
- Panel chairman chooses to hold costs or operate it by means of committee
- Brought to House flooring with equivalent vote
- Transfer the House flooring
- Send in order to Senate to endure above techniques
- Send in order to Senate flooring
Following the bill will get through these steps, after that it goes to Gov. Josh Shapiro’s workplace for last approval.
“ Everything I am aware of about Josh Shapiro, he may be encouraging, ” Frankel said.
Proceedings to take place within fall 2023
One of the most important steps in the legislative process is the hearings conducted before the health committee, which includes casino workers.
“Casino workers seem to be much more engaged,” Frankel said. “There had seemed to be a reluctance in the past because they were concerned about preserving their jobs if they were to become advocates.”
Frankel further added, “If you make the argument to my colleagues that people shouldn’t have to choose a well-paying casino job with benefits while risking their own health, that argument really resonates with people.”
Frankel mentioned that the hearings would take place in the fall of the year. The location has not been determined yet, but Frankel’s team has discussed hosting them in Southeastern Pennsylvania to be closer to the Casino Employees Against Smoking’s Effects (CEASE) group, who are fighting to ban smoking in Atlantic City casinos. Frankel said he may even invite CEASE workers to testify before the health committee.
PA gambling establishment secondhand smoking bill is definitely gaining assistance
Frankel has a much better sense this time around that the Protecting Workers from Secondhand Smoke Act is going to get passed. It did not pass through legislation last year. There is a lot of support, most notably from the American Lung Association and American Heart Association, along with other public health advocates.
Frankel also noted that many of the organizations who lobbied for the exemptions in 2008 have changed their stance.
“For example, the VFWs lobbied hard to have the private club exemption back in 2008,” Frankel explained. “Now, that same group is lobbying to have those exemptions removed.”
Many restaurants and bars exempted from the bill have reversed course to ban smoking.
“It became good business and we know it’s good business, even just for restaurants,” Frankel said. “Who the hell wants to be sitting next to someone smoking a cigarette or cigar while you’re spending 50 bucks on dinner?”
Frankel is determined to get this done, as it may not be long before casino workers and customers enjoy a smoke-free environment.
